Pacific Geotechnical Engineers, Inc. (PGE), is a professional consulting engineering firm established in July 1991. PGE specializes in geotechnical and geological engineering and qualifies as a small, disadvantage business. Our core group of principals consists of two highly experienced licensed civil and geotechnical engineers, Glen Y.F. Lau and Kenneth K. Fan, with a total of over 37 years of experience in the consulting engineering field.

PGE is dedicated to providing quality professional engineering services. We are a result oriented team that have the capability to respond quickly to your project needs. We have completed many projects within tight time frames and budgets, while maintaining our commitment to provide a quality professional service.

Our professional staff has substantial experience in soils and foundation engineering, engineering geology foundation construction monitoring, pavement evaluation and design, geotechnical site assessments, and environmental sampling and testing. Our staff's project experience include all of the Hawaiian Islands, Guam, American Samoa, Johnston Island, Tonga, Wake Island, Palau, Malaysia, Okinawa, Canada, Hong Kong, California, Oregon, and Mississippi.

PROFESSIONAL QUALIFICATIONS

The key members of our engineering team are licensed professional engineers in Hawaii, Guam, and California. They are supported by our technical staff consisting of geotechnical engineers, civil engineers, engineering geologists, and administrative personnel.

Glen Y.F. Lau, P.E.
Mr. Glen Y.F. Lau, president of PGE, has over 21 years of practical experience in geotechnical engineering. He was the Principal-In-Charge of geotechnical investigations for numerous infrastructure and capital improvement projects in Hawaii, Guam, and California including new buildings, structural renovations and additions, wastewater treatment and distribution facilities, roads and highways, industrial facilities, power plants, waterfront structures, storage tanks, piers and wharves, and airport facilities. He has also been involved in the engineering design of deep excavations and dewatering for several major high rise buildings in downtown Honolulu.

Several notable projects that Mr. Lau has worked on include the Hawaii Convention Center, Waikiki Landmark, Symphony Park, Pan Pacific Plaza, 1100 Alakea, Ramp "B" for the Kaneohe Interchange, H-3 freeway project, Orote Power Plant, and a 300-unit military family housing project in Guam. He is a licensed professional civil engineer in Hawaii, Guam, and California and as a geotechnical engineer in California. His educational background includes a B.S. in Civil Engineering and a M.S. in Geotechnical Engineering.

Kenneth K, Fan, P.E.
Mr. Kenneth K. Fan, associate of PGE, has over 16 years of practical experience and has served as both a project manager and project engineer on numerous major capital and infrastructure improvement projects. His past project experience includes performing geotechnical investigations and construction monitoring for numerous buildings, industrial and residential subdivisions, water and wastewater treatment systems, roads and highways, waterfront structures, and airport facilities.

He has worked on such notable projects as the Hawaii Convention Center, Queen Emmalani Tower, the Highness Tower, Tokai University, Mauna Kea Access Road, Keahole Airport Runway Extension project, Kenai Industrial Subdivision, the Pineapple Hills Subdivision, and the Waikaloa Palms Resort. He is a licensed professional civil engineer in Hawaii. His educational background includes a B.S. in Civil Engineering, an M.S. in Geotechnical Engineering, and an M.A. in Business Administration.

PROJECT CAPABILITIES AND EXPERIENCE

PGE is very familiar with the local geologic and subsurface conditions in Hawaii, Guam and throughout the Pacific Basin. Our current clients include various State, City, and Federal governmental agencies, private owners and clients, architects, and engineers. We are very familiar with the local business and construction practices in Hawaii and throughout the Pacific Basin. By remaining actively involved with our clients and their design team from initial geotechnical investigations through design and construction, we are able to respond quickly and develop timely recommendations to solve geotechnical engineering problems that may be encountered during a project.

Our professional staff has performed numerous geotechnical and geological engineering studies for new and existing buildings, industrial facilities, underground and above ground storage tanks, water/wastewater collection and treatment system, sewage pump station, gravity and force main sewage pipeline, roads and highways, piers and wharves, airfields, tunnels, and large earthwork projects.

Consultation Services
Our consultation services also include earthwork and foundation construction monitoring, instrumentation, testing and assisting our clients in solving geotechnical problems during construction to minimize project delays and cost overruns. Our staff has monitored many deep basement excavations, dewatering, embankment construction, tank surcharge testing, and various types of foundations such as driven displacement piles, drilled, cast-in-place concrete shafts, and spread and mat foundations. Our experience also includes specialized geotechnical methods such as geophysical surveys, foundation cavity probing and grouting, various soil and site improvement techniques, reinforced earth structures, and high capacity drilled pier load testing with loads greater than 1,200 tons.

For subsurface exploration, we subcontract local drilling and excavating companies. We have established good working relationship with drilling and excavating companies, both locally and overseas. These companies are well equipped to perform explorations both on land and over water in a variety of site and subsurface conditions.

Our services also include water quality sampling and testing, and geotechnical consultation to develop Best Management Practices Plans for National Pollutant Discharge Elimination System Permitting related to construction dewatering.

All of our field technical staff have completed 40-hour health and safety training course required to work on sites with possible soil and groundwater contamination. Our personnel are experienced with using various field monitoring instruments to check for possible contamination, such as organic vapor analyzers (OVA), photo-ionization detectors (PDI), combustible gas indicators, and Draeger Tubes.

All of the field work, including drilling, field testing and construction monitoring are conducted under the technical observation of our engineering personnel. During the drilling of the exploratory borings, our engineering personnel will log the soils and rocks encountered and obtain samples and cores for further examination and laboratory testing. Samples and cores obtained from the field exploration portion of the soils investigation are tested in our laboratory in Honolulu. Our laboratory is well equipped and is capable of performing the tests required for conducting appropriate engineering analysis.

Our laboratory is also certified with the U.S. Department of Agriculture and the State of Hawaii, Department of Agriculture, to receive and handle foreign soil samples.

Detailed engineering analysis that may be required, such as seepage analysis, settlement, slope stability, vertical and lateral pile and pier analyses, wave equation analysis, and pile driving are performed on our fully equipped in-house computers. Field and laboratory test data are drafted using in-house CAD compatible computer graphic programs, while site plans and drawings are drafted and plotted using CAD.


Quality Control
PGE utilizes standard organizational and technical methods to accomplish its work and maintains strict quality control procedures on each project by utilizing independent reviews, review checklists, and timely consultations. Each project is reviewed independently by a principal and/or associate from our staff who has not been directly involved with the investigation of the project. PGE is a member of the Association of Engineering Firms Practicing in the Geosciences (ASFE) and adhere to their extensive programs of loss prevention and quality control.

Although we are a relatively young company, during the past six years we have had the opportunity to work on numerous challenging projects with various agencies and departments within the Federal, State, and City Governments as well as many architects and engineers and private industry clients. We look forward to continue providing our engineering expertise to our clientele to meet their specific project needs.
